Disabled toilet cord broken

I have visited several times, and their emergency cord has been broken for a while. It looks like it has been cut. The manager then gets hostile at me after my food has been thrown away after I report the toilet and tell all wheelchair users they are the same and that it doesn't matter, and I get told not to come back again.
